Most power for least amount of money

I have an all stock EVO IX MR. I want to use e85. I only have about 1500 bucks. The e85 dual tune is going to cost me about 500. So, that doesn't leave me with much money left. I was told that 1000 cc injectors, fuel pump, 3 port solenoid, TBE, intake would get me close to 400 whp on e85. But, a TBE is 900, intake is 250, etc. As an alternative to this set up, I was thinking about just getting a QTP Down pipe with cut out and keeping my stock cat and catback exhaust. I guess I'd still have to buy the intake though?

What would you guys do to get the most power you could from a stock evo for around $1500? Thanks in advance everyone!

Used TBE, used intake($100), Boost controller($50), Tune($150-300)....you'll get around 300-330whp depending on who's tuning your car and its right on your budget....you could even get more mods if you find a nice TBE for cheap.

150 for a tune? Not here! Haha. The cheapest tune I found here is around 300 bucks and that's not for e85.

Ive been doing the same things with my car. Except I waited patiently on deals ect.

GSC S1 cams w/ install $450 (used)
RC 1000cc Inj. $250 (used)
Walbro 255 w/ install kit $90 (brand new)
Megan down-pipe $140 (brand new)
Megan test-pipe- $70 (brand new)
3 port boost $70 (brand new)
Speed Element intake filter $45 (brand new)
Custom cat back-$200

All prices include shipping.

91pump and E-85 tune (Around $500)

My total comes out to $1815
A lot of searching and patience are key if you're on a budget as I am.

I would say buy a used 3in. turbo-back w/ test pipe, 1000cc injectors for E85, SE intake filter, walbro 255 fuel pump and a good tune. Should be right around $1400

Edit: I mention everything you mentioned above but I know you can achieve those parts for under $1500 with a tune if you search patiently =]

I haven't got my tune yet. The injectors and fuel pump are sitting in my room until I save up enough $ for the tune. Also have to do the "Dyno Check list" to make sure everything goes as planned since I live two hours away from my tuner. Will keep you updated though.
