What if you had a white evo already and just wanted the exterior shell to be painted with real paint, and not the white out they dip the car in from the factory?

It would probably be a minimum of 7k for a full paint job. That's not including prep, and uninstalling and reinstalling things. You should ask some of the guys who repainted there evo during their builds

for a shop to have to do jams bay and everything im guessing anywhere between $3k-$5k. Why ? because i had my DD repainted its original color a few small dings and dents . and i paid almost 2k and the car looked better then factory . it will all depend on what shop you let do it .

one shop may agree to 3k and another may want 6k for ajob like that you are definitely paying for quality

This is true. It all depends who you take it to. Every shop charges different prices. I painted my entire car from the Mitsu dealer. Thankfully I have a friend that did all the labor for free. End result, in paint supplies it was about $3,400. If you were to add in labor, it would have cost an extra $4,000 give or take. So a little of $7,000 for a good paint job.

Note: My total might be slightly higher because at the time I painted my car piece by piece and it ended up costing me a little more since it was a 3-stage paint (pearl white).
