Will the column from a JDM Evo 4 not work? I thought only the rack was reversed. The rack is still on the car, correct?
Personally, I'd source a JDM Evo 4 column then get ready to fabricate if necessary.

I have never worked on a rack from an Evo, but I have helped install a rack from one car into another model of car. Disclaimer aside, here are the things I think you are going to have to worry about:
While I have never known anyone with an Evo 4, I have talked to someone who has driven an Evo 6, and the feedback I received was that the steering was very sharp, maybe even sharper than an Evo VIII, but more raw. My understanding is that the Evo 4 rack is the same as the 6 rack.
Are you sure it is the rack that is causing the "steering problem"? If it is sloppy steering, I'd say that could be fixed with a rebuilt Evo 6 rack if as the OP states, it does not have an Evo rack. Check and replace bushings also. If it is a handling problem and not a steering problem, then I would think that new struts/shocks for an Evo 4/5/6 + swaybars and suspenson bushings would fix that.
I just don't see an Evo 4 driving badly because of an outdated rack, I think there is another problem. Good luck with it!
- Rack mounting - it must be mounted securely for obvious reasons.
- Tie rods (track and bumpsteer) - there is a chance that even if everything lines up right, the car will have horrible bumpsteer.
- Steering shaft - You can start with trying the Evo 8 shaft and wheel, but if it doesn't fit the column, may need an Evo 4 upper and an Evo 8 lower welded together. Make sure to keep any shaft adjustment present when cutting and welding.

There is a difference on how the racks are mounted, the evo7-9 have the rack mounted lower ontop of the subfram as it is quite flat, while the evo1-6 have the rack mounted higher as the subframe has a hump to clear the transfer case, so the mounts on the rack and inlet/outlets for the power steer lines will all be different.
But if you don't mind modifying it then you may get it to work.

If you are just plonking an evo8 rack into the same spot as the evo6 rack I don't see any advantage apart from the quicker ratio (evo6 RS racks are a quicker ratio to the GSRs), but I don't see how you could move the rack any other place unless modded an evo7-9 subframe in.
