Rusted Frame rail (pics)..
I was in the middle of the long painstaking process of rust proofing,
and I cam across this very small hairline crack in my paint.
I tapped on it with a hammer and it opened up to show some pretty badly rusted sheets of metal under the first one.
My question is, should I be worried about this?
Car has had rear end damage, and I assume this rear rail section was replaced from the accident.
is it safe to say my autobody shop either used cheap parts, or they rigged it back together?

You are F@#$!! JK rust is like a cavity. It will get worse if left untreated. Sand it all off with a disc sander and then prime and undercoat the area and you should be fine. Also doesnt help that you live in Chigago. Salt on roads from snow removale will eat the metal right off your car.
