I doubt the BR2.3L super duper stroker is gonna last at 9900+rpm and you'd need a ridiculous turbo for it to make power there. Lets put it in a TA car with a 9900+rpm shift point and put it to a real test.

LR2.0 and any built head should do it. But power will fall off around between 8500 and 9000 with the s2's you plan to use, and even sooner depending on what turbo you want to run of course.
Or you could remove the factory rev limiter, put the gas pedal to the floor and drive the car off a cliff. <---Cheaper option.

There is few turbos used by Evo Enthusiast's that will make power past 7500rpm. People always are telling others to rev it out on the dyno etc when clearly the power curve is going south at the point.
To be able to say you rev to X amount of RPM's is useless if there is no power there. You simply are revving your motor to the moon beating the hades out of it. 4th gear is the only gear you should be concerned about revving out if you have a car that needs the RPM in 4th to cross the traps (128+mph).
I watch Youtube Videos of people over seas revving there car to the bottom of the tach and let it bounce. That is stupid. Yes you are gaining mph because your accelerating but you are not in the power. Your slowly decelarating in a way.
The Buschur 2.3RPM motor is what I would recommend if you want revs. Just building a head on a car will not net more safely used rpm's, the roating assembly has quite a bit to do with how high it revs to as well.
