Its hooked up to vaccum and yea wiring is bad.

Does the car have a stock throttle body on it? It almost looks like a Honda IAC valve to me.

Weird. Some type of solenoid. And its hooked up directly to the ECU?
Is it some type of pump for meth/water injection?
