You say nothing powers up? Remove the a/c control panel and look at your connections on the back. check the wires on the connections and make sure they arent damaged/burnt/loose. You may have a ground issue. You say all your fuses are good, is power going through those fuses? If you have a test light you can check for that.

yup.... i had that exact.. problem.. the contacts are slightly burned right? the problem will come back... also the OEM fuses are sooooo cheap quality wise. put something better in there and slightly ben the contacts to its a tight fit. I tore apart my entire dash, stressing my self out trying to figure out what was wrong. I stuck a tester in the fuse and it tested fine, so i thought all was well.

Air conditioning issue Evo 8. The AC LED doesn't come on. The compressor relay works. I unplugged the ECU connector C121, turned the ignition on, and grounded pin 8 (pink). The clutch engaged, I rotated the clutch by hand and it hooked. I ohmed out the dual pressure switch, 2 ohms (closed, fine). I ohmed out the wires that say "OK".

What voltage should I expect to find on pins 4 and 5 on the AC ECU? Furthermore, what actually tells that LED to come on?

More info: the blend door does fine and the recirc LED comes on (like it's supposed to) at max cool on the hot/cold knob (still no AC LED). There's 4.7Kohms of resistance at the 2 air temp sensors.

Well my AC doesn't work either and in the process of figuring it out. Bad refrigerant a plenty and the high pressure switch works as the radiator fan kicks on, the green light stays on and the blower blows hot air. I'm trying not to figure out why the clutch on the compressor won't kick in
