I'm assuming 'opening' it is a common mod for 7 owners Seems like it would roughly line up with the airbox on the 7.
Won't really do much good to open it up unless you add a duct to the air intake.

It lines up w/ the fuse box. I did remove the metal plate that was blocking it. Only 2 screws.....It now goes dirrectly to my hks blow off valve w/c is positioned right after the fuse box. You can hear the blow off more....that about it. I was also wondering what its really designed for. Doesnt make sense thou.

OnlineAlias - where do you mount your number plate on that car? Forgive the newbie question, but I thought Evo 7s and 8s had the offset number plate mount unless you got a JDM GTA-spec bumper?
I love the clean no-plate look - is it an aftermarket bumper?

Nope thats the stock bumper. Mine is the same way because the dealer didnt install the ofset bracket for the license plate. It was in the trunk still pacaged up so I would say they all come without the bracket and the dealers install them. BTW I live in Colorado

I have spoken to the dealer down here enquiring as to whether I can order a GTA-spec bumper so that I can mount the plate in the middle - IMHO it just looks better, less 'rice boy'-ish - even though less airflow will get to the intercooler.
Our plates in Australia are more slimline than US plates, so its not really an issue if it CAN be mounted in the middle on a stock Evo 8 bumper, would save me ordering another one.
