This is a damn shame...At this point, I'm sort of embarrassed to even say where I live.
Even though it didn't have an alarm and parked...I'm sure an ecu OR tow truck was involved. If this is a "managed" garage, they may also be suspect.
I'm real sorry for your loss. If they haven't already, hopefully some leads will come your way.

I came from the Turbo Honda community in NYC & this was the only thing that KINDA helped me sleep at night..... I had 4 of them on the car during long parking situations...some say it was extreme, but my car was always where I left it the next morning... again this was for LONG TERM PARKING obviously you wouldnt use this to run inside a store for 2 min use your best judgement, but it was the only thing that helped with the towtruck bc thats how they are stealing cars nowadays at least in my area...& yes the GPS w/ monitoring is a MUST HAVE. I had alot of money invested into my car so 4 of these were a no brainer to protect my car along with a few other things.....
