Porting
When I first got my Evo 9, I was excited to do anything and everything that'd give me more HP. Thus, I ported the exhaust mani, o2 housing, turbo, intake mani, and tb. By doing so, I got more hp, but it's all in the upper rpm range (which I was unaware of at the time of porting). Now since I moved the power band over, I miss the old power range in the mid band (because it's my daily driver and I'm not always in the upper range), and when I am in a lower rpm in a lower gear (around 2000) and go WOT, my boost kinda fails and it flutters (is this what surge is?) and doesn't respond. I'll have to go into a lower gear and rev it higher for the boost to kick in. Is this normal? When my car wasn't ported, my boost would kick in at lower rpms without any problems (perhaps it could also be lag time from stock turbo over BBK Full). My car works fine when I go WOT, from 1st gear to 6th gear. In fact, when the boost kicks in, my car FLIES!!! But when I'm in low rpm and in a lower gear and I ask the car to boost, it's response sucks. Is this related? What are your thoughts?
Also, I'm having start up issues, where sometimes my car will die after me turning it on for a few minutes (but after I turn it on the second time it never dies again. Could it just be a cold start in the winter?). Perhaps it's related? I changed the spark plugs recently and nothing better happened.

Sounds like you need to get the car tuned by an Evo specialist.
Porting the parts usually is to smooth out rough areas from the casting of the part, it really shouldn't have moved your powerband either direction since you didn't go to something like a Magnus V5 intake manifold and a long tube exhaust manifold.
What gear are you having this problem in? I wouldn't recommend flooring it from 2000 rpm unless it is 1st or 2nd gear because of the stress it causes on the motor. I never start in 3rd gear below 2500 rpm
If you want your old powerband back then sell the BBK and go back to a stock turbo or HTA71.
The car should not be hard to start in cold weather, I run e85 and it fires up on the first crank everytime.
