I'm guessing clutch. YOu'll notice as soon the evo moves(slipping the clutch to move ); the noise rear its head and immediately & faded when he moved 3mph+. What aftermarket clutch do you have?, has your clutch pedal bern re-adjusted? I would take it to a evo shop and have it inspected. And at least try to replicate the noise.

its a spec stage 2+ clutch in my car, and the brakes have been sitting for a year and half but ive been driving it daily for a month now so it shouldve wore an even surface again. i would also like to mention it would make this noise when pulling into my driveway

Absolutely clutch. Twin, 6pucks make those noise including mine. Like above guy mentioned only occasionally. Take off from 1st gear , reverse to 1st or at high-speed if you don't revmatch

This isn't bad for your car, nor good. It's just the way it is. To avoid this noise, don't slip your clutch and take off your foot as quick as possible....or rev to 3K when you take off from 1st gear. Resurfacing your flywheel won't change. This is just infamous problem for twin, 6puck.. Changing your whole clutch might take care of this noise though.
