Oil Mise in the timing cover

Oil Mise in the timing cover
Guys I have a new MAP 2.3 motor. MAP installed the oil pump. I have a clear timing cover. I keep getting a mist of oil on the cover. The belt is dry.I'm going to tear it back down. The inside top of the lower cover is dry. No oil on the floor and every thing is dry under the car. Where should I look first? Any one ever had this?
