Front fender liner positioning

Front fender liner positioning

Is part of the fender liner supposed to hang on top of painted part of the fender (the part of the fender that faces the wheel)?

I pushed my fender liner behind the fender and now it looks like debris may collect on the bottom of the fender.

It is not supposed to be over the fender lip in that area.

Where the liner connects to the fender with the plastic pop rivets, the edge is exposed. The rest of the liner tucks in behind the edge of the fender.

I've circled the specific area I'm talking about below:

I was thinking that the liner was supposed to overlap the fender in that area. Why I think that is because with the liner behind the fender, there is now a gap where crap could collect. Basically the fender is not flush against the end of the fender.

That section goes behind the fender. Notice how there are slits to allow the liner to pass behind the fender next to each tab.
