Noobie Needs a Bit of Guidance

Long-time lurker here,
I have previously owned a Golf GTI, currently drive a Volvo (Brother's old car) and looking to buy my first Evolution. It’s a very fixed goal of mine to own a 2006 Evo IX.
This n00bie needs a bit of guidance.
Car Info: MITSUBISH EVOLUTION, 2006, 620 HP (http://tnydu.biz/DOocnP)
Price: AED 120,000 (USD ~33,000)
Kilometres: 32000 (~ 20,000 Miles)
Uses: Daily drive/weekend track day. Should note I live very close to work.
1. The price tag is steep (understandable it’s a rare car) but was wondering if it was close to the mark as far as prices go?
2. There are a few others in the market, but I worry they are worse off as far as mileage and work done to them goes?
Story: Called the dealer (who mostly deal with high end sports cars) about the car. Asked about some specs and who the previous owner was, as well as who tuned the car. Person on the phone got very defensive about the questions and said “we own the car, most people ask about how fast and powerful it is.” Guess I caught him off guard, although he then said, “come down to the showroom and we can talk.” I will definitely be going in to talk and hopefully test drive the car. The car has been in their showroom for a while and I hope to haggle the price down.
Any advice from people who have bought from dealers?
Should I commit or wait it out?
Any advice in general?

Those are the two key problems I face.
The sad thing is that I live in a country where every average Joe my age is driving around in a Porsche (and would pay that price).
Secondly, the tuning culture here is all about having the fattest exhaust with all the bells and whistles to go with it. So the chances of finding one that hasn't been butchered already is slim.
I've heard there is a garage though that specialises in EVOs, might try and have a chat with the owner.
