EF3 slow spool? Help!

Im getting my car tuned and my EF3 is very lazy. Its on WG pressure (22psi Turbosmart) and its not hitting 23 psi til 5k. I need someone to point me in the right direction. I'm adjusted my WGA then checked with Evoscan its picking up a few psi each time but now I have the WGA rod all the way down and its still slow. I have checked and rechecked for boost leaks. Car is built 2.0 with only around 2k on it. I was told maybe an exhaust leak but don't really know how to check that as there is nothing audible. Any help is appreciated. Im extremely frustrated. Thanks

that actually happened to a buddy of mine on his ef4. Preload was tightened all the way and still it was sluggish. Took off the turbo and sure enough the flapper was just flopping around inside. Fixed under warranty from MAP

Im really hating the idea of having to pull the turbo, but idk what else to do. If I pull the manifold off to have a better look at it, I might as well get a better look at the turbo.

SD, EF3 w/ anti surge, S3's, megan manifold (oddly don't think this is the culprit), ebay o2? Im doing a boost leak test and even at 80psi on my regulator the boost is only showing like 20psi. No leaks audible or otherwise. Outlet pipe all the way to TB, have a small one on the MAP sensor. Could a bad flapper cause this?

got EVERYTHING apart and the flapper looks to seal fine. I took it in a pitch black room and shined a light into the flapper side and no light was coming through. So Im out of ideas. The gasket from the mani to turbo did have a few small cracks on the inside. I thought it might not even be worth mentioning, ill post a pic.

Your almost there--- the flapper can easily show closed and sealed , but you have to remember that its under pressure when in boost--check the linkage turn buckle for the flapper and tighten it down-- I don't know the ef3 specifically but it should have a threaded rod to the actuator-- crank it down..
