weird stains under car

Anyone ever seen anything like this before? It's only on the control arms and inside of the wheels

Seems to kinda rub off with some water and a brush. How else can I get it off?

Looks like it's only the surface and I'm gonna try to powerwash and brush it off before I replace everything
