If it is made with stainless material the rain is not gonna hurt it.

I could see it being a problem if the car is parked while it's pouring, but a little boost to open the wastegate should clear it all out once you're driving. Plus the heat would probably burn off any excess water that might not have gotten out the first time, I would imagine.

water = corrosion which would be my main concern.

If it's stainless it's not gonna corrode easily. As long as the car doesn't sit in the rain for extended periods of time I don't think it will hurt amything.

Do it. I'm just gonna say though, when people say it's loud, it's loud!! When I saw videos online I was like "man that's not too bad". After I installed it I went on the first test drive, I swear I jumped when it opened. It's ridiculous

It's true it is LOUD! Mine isn't a hood dump but the first time it opened I was shocked at how loud it was. I'm use to it now though.

Its not just the housing, but the flapper and the turbo flange as well that will be exposed to water.

If you park the in the garage over night or covered, it'll be okay. A little bit of rain won't kill anything, but you don't want to leave it in a storm either...

Alright I guess the next question is are there any companies that make them or is it going to have to be a custom fab thing.
