Just get a new piece of plywood, draw shape of old one, cut. You could even make it bigger if you wanted.

I like your Styrofoam idea. No point in removing the spare tire and tools if you're going to put a bunch or weight back in their place.

Just have an upside down cardboard box in mine. No issues supporting anything I put back there, including tires and track bag of tools. Simple solution that cost nothing and weighs very little.
