I'm the wrong person to ask LOL I run the smallest turbo I possibly can to reach my horsepower goals because I can't stand turbo lag. Even my FP green is laggier than I would like.
Some people buy ginoumous turbos because they swear up and down they will eventually go bigger and shoot for more horsepower. It's also really cool to tell everybody you have a 1 million mm wheel. LOL
My advice is to be 100% honest with your horsepower goals and budget. Figure out how much you actually need to make and use the smallest turbo you can. Our cars are somewhat heavy, have substantial drivetrain loss, and the engines are low compression/Not the most efficient air movers. That all makes laggy turbos a lot less fun ha ha
Lastly, I won't comment on T03/T04 turbos. I have been out of the game for far too long. Since purchasing my first Evo, I have only used stock frame turbos.

Pretty much, unless you want a daily driver that doesnt spool till top end.
Sounds like you want a street setup.
What kaj commented uptop is pretty accurate.
Go with a stock housing set up for optimal spool.
Like fp's. Or a evo 9 turbo can be sent to fp and converted into what ever youd like.
I own the stainless steel red because i got it from a family member with downpipe,gate,everything for the low.
