Oil on the front of the engine, under the manifold.. any ideas?

Oil on the front of the engine, under the manifold.. any ideas?
Engine died in 2018, my fault. It's been about 1500 miles since the rebuild, about 700 miles since it was tuned.
About a month after the tune I was driving it just to keep it from sitting too long (I try to drive it to work every 2-3 weeks), I went to a gas station and checked the oil level. Oil level was fine, but there was a little smoke/smell coming from the engine bay. There is an oily film on the front of the motor underneath the manifold - see attached. First noticed in August 2019.
The oil level is still fine, whatever is happening here must not be that serious but I'm surprised there would be any oil on the front of the engine.
Is this possibly something left over from the install? The car hasn't seen any real load since the rebuild - ~800 easy miles then the tune and since then the occasional commute. The tune was really the only time the car has seen any load, no autox / track / drag / whatever.

Oil on the front of the block could be due to the valve cover not sealing, or more usually from the exhaust manifold studs. Some of the studs enter the oil return galley in the head and need black permatex sealant applying during assembly to prevent leaks. It is an easy thing to forget - don't ask me how I know!

Final ruling from the Evo tech at IAG performance (hopefully I'm describing it correctly) - it was not oil, and no actual oil leaks were found- the crud was the stuff that they put on the block when it's sitting in the warehouse so that it doesn't rust, etc.
