Excuse my ignorance but what exactly is "ps"? I'm assuming its the EU measurement for horse power. What is the conversion? Is it measured at the fly or wheel?

You are correct. PS is metric unit for horsepower. The following is the conversion.

1 PS (Pferdestaerke) or CV (Cheval Vapeur) = 542 lb-ft/s = 0.986 hp = 0.736 kW
