Honestly man, I wish I had 8g's to put into my car. However, (I'm not trying to sound like a *****) you should consider investing that 8g's and getting it back tenfold in a year. Just something to think about......
On a different note, this is what I would do if you don't want to risk investing it....
AEM EMS
Laptop
AMS GT35R Turbo Kit
ATP 3.5-Inch Turbo-Back Race Exhaust (no cat)
AMS Water/Alcohol Injection Kit
WORKS Valves and Retainers
HKS 272 Cams with Cam Gears
ARP Head Studs
900cc Fuel Injectors
I bet you could get all this stuff if you looked for deals.
On a different note, this is what I would do if you don't want to risk investing it....

1) Find a shop, find out their hourly rates, make sure they can tune your car.
2) Buy as many parts from one source as possible.
If it were me, I would drive your car to OH, drop it off at Buschurs.
And don't go for the upgraded turbo, your adding lag, so add that last.

I'm in the same boat, but my Evo is a bit more modded than yours.
Decide what you want from it. Hp, drag, road race, heavy street, etc..
Than make a plan from there.
#1, you need an exhaust to uncork the potential of the stock turbo
#2, The stock IC and piping are NOT the best, You'll be amazed how much you pick up with this.
#3, Cams!
#4, Flash, Piggy back, stand alone
#5, make sure you can get any serious HP to the road witha good clutch
The 3 biggest HP mods I did was, turbo-back, IC and piping, Cams, then you need all the supporting parts, fuel pump, and injectors.

Why add a turbokit to start, a tubular header kit costs 4K + Installation, so your left skimping on other more important modifications. If you do the Buschur Stage 4, EMS and Stage 3 head your going to spool faster than stock and make great power.

$8k is a good chunk of change. I'd definitely mod the car in stages just to get a feel for how each set of mods improves the car. Then you can decide if you want more power and jump onto the next stage. Just keep in mind that mods are also compromises to low end and streetability, which is always subjective. Good luck.
