Now that's a tricky question because there's a cheaper part too - MR626799 and that one is not a kit but noone ever explained what's the difference.
The first one (ex) goes for around $50 while the other one can be bought for ~$15
I was about to order the cheaper part.

There was a guy here that swore the cheaper part was sufficient for his aftermarket radio. I'm actually looking to relocate the stock one first before I get the aftermarket one.
So what's the deal with the cheaper part?

it's going to be a hole and it will pretty much be ugly unless you find a plastic piece that will fill up the DIN slot. Many cheaper model cars out there have a plastic piece that can be inserted in the slot and give you like a coin pocket.
However, reason why we are trying to move the radio is so we can mount the gauges up closer to line of sight.

i have my apexi s-afc and i want to mount it there .....or is it hard to see the display if i where to mount it there? or should i save that spot for something else....and mount the safc all the way down

Top and bottom holes should be iso, no 2001 and up lancer needs a kit, and evo shares same radio dimensions on top hole, you should just be able to take the iso brackets and move them to the bottom opening.
