Looking to build a high power but practical Evo

I am hoping to build a low 9 second evo ix that is not gutted and is still street drivable, is this possible? If it isn't, I might build it for time attack instead.

I mean anything is "streetable" if you are willing to sacrifice enough. Low 9s is pretty serious stuff for an evo and it will likely not end up being a very fun street car in my opinion. Go look at the dyno section to get an idea of what something like that actually looks like.
I'd probably tell you to build a time attack/street car. It will be way more fun on the street than a 1000hp setup.

One thing I forgot to say in my last post is to really; and I mean really, think about how you want to use the car. You'd hate to build something that you end up not enjoying, it happens all the time with people building 1000+ hp setups only to realize they spend 99% of the time on the street and it sucks to drive on the street.
Its soooo much better to build a reasonable 4-600hp car that works super well in your use case than to build something with double the hp that sucks for your specific use case. And that doesn't even mention the money spent to build it.
