Aerocatch hood latches

Aerocatch hood latches
I just got in my Aerocatch hood latches. I went with the top mounted, plus flush ones with locks.
I've seen plenty of write ups on how to install them and to measure one million times. My question is, what should I use to cut through the carbon fiber/fiber glass body of the hood. I was thinking of using a dremel with a diamond cutting wheel on it.
Any ideas?

Curious, what was the loctite for, to fill gaps? I ask, for I just did mine as well...

The instructions say to use silicone to fill gaps when mounting over radii, and this is what appears Kevin used Loctite for, I could be wrong.
