Hope this wasn't asked already but does the rear crash beam need to be modified for fitment on Evo 9?

It does need to be modified for it to work with the JDM Rear bumper.

I've been searching for 30 mins on a write-up on how to install/ modify rear crash beam for jdm IX bumper but nothing.
Please point me in the right direction

Basically all you have to do is cut out the 2 impact squares that go between the crash beam and the brackets that mount to the body. Weld the bumper directly to the brackets. Or you could simply remove the crash beam compleatly. Hope this helps
