Ok, I think the whole "DARE" thing got totally ****ed in the first few pages.
The EVO is Ryan's personal car, it's his, he bought it. He and his department use it every now and then (Read: Rarely) as a "display car" to show kids, and maybe get some kind of possitive message accross.
It's not your traditional "DARE car", per se.

seriously, this post isn't about the D.A.R.E. program or how lame it is or not.. it's about a fellow evo owner that's showing some things he's done to his car, and it looks very nice. just leave it at that, since nobody's saying anything that hasn't already been covered about his car being for the D.A.R.E. program.
