Curb Rash Help!

Curb Rash Help!
If you're ever around the Culver City/West LA area, don't ever ever ever get your car washed at Jasmine Car Wash on Venice Blvd. I took my car there today, this was my 2nd time taking it to them so I figured they're okay and won't mess up my rims etc. Anyway, my husband and I took it home afterwards because we wanted to wax the car ourselves. Well lo and behold, I saw the worst curb marks I've ever seen in my life on my front driver's side rim. The weird thing is that it was only on this rim and not on my left rear rim. I can't bring it back to them now cuz I know they'll just say something like, how do we know you didn't do that yourself etc.
So my question is, does anyone know a good place where I can get my rims redipped? I was thinking of dipping them anyway, but now I've got more reason to do so. I might just dip this one rim though, cuz the others don't really need it. But if I get a good price for all 4, then I might just go ahead and redip all of them to a different color if possible. I've got the Gram Lights 57S Pro with polished lip. When they dip them, are they separate pieces since the outside is chrome and the inner part is a different color? How would that work?
I've never gotten my rims dipped before, nor have I ever had curb rashes on my rims. Would fixing them and redipping them be possible? I live in West LA area if anyone can recommend any shops.

A few people recommended this shop in North Hollywood. http://www.fixarim.com/ I believe they can fix my curb rash since it's not too big. However, I was wondering about the difference between redipping the rims and powdercoating the rims. Are they synonymous or no?
