You're not going to believe this, but after installing my ARC intercooler and Cusco intake pipe (5 hours!!), I backed into my dad's Jag.
The Jag's fine, but my numberplate bracket is a bit manky. Will do this Sunday definitely before she goes to a bodyshop...
[The paper template seems to have fallen victim of my girlfriend cleaning out of my shed of car goodies.... RIP...]

I hope this helps. Mine's an VIII so there is a possibility that it's not 100% the same as yours.
The strip looks like this from the back. The surface with the bolt sticking out mates with the front face of the little lip that sticks out of the undertray.
^Looking inside the strip from the top. The right hand side (from this photo) faces the forward when mounted.
The bits. A whole bunch of nuts (7mm), plain washers and spring washers. There are also 3 plates. The nuts that go on the bolt with the metal plates don't use a plain washer. Hence there are 5+8=13 spring washers and only 8 plain washers.
Hopefully this is clear. The rubber strip sits just in front of the undertray lip.
The undertray, looking up and forward. The lip is put in place with the large metal strip put on the bolt. The other two metal plates go on the bolt on either side of this large one.
Just use a small wrench to hold the nut and turn the screw. The strip sits really quite close (and somewhat compresses into) the underside of the bumper but it's possible to just bend front bit down a little.
As for the holes, I'd just use the strip as a template. The holes should be around 1cm from the bottm edge of the undertray lip.
