no. if possible, try to at least set it to its highest setting, but most of the nice crisp, big pics you see are done on 8+ megapixel cameras.

I don't think they are lights at all, they just used the headlight housing for air intake, and those are holes. Probably running fresh air to the engine intake and possibly brake cooling ducts.
