I use the G2 brake paint kit from ebay.
1) sand stock rotors as much as possible
2) apply paint using instructions and being patient
3) apply ebay decals

as for the wheels.. going from stock wheels with falken 615 255/40/17s to these 17x8 enkei rpf1 wheels and BF KDW tires in 235/45/17 saves me over 5lbs of rotational mass per corner... this definitely makes the car faster but more importantly stop quicker and turn better.
I got everything used cost me almost exactly a grand mounted and balanced.

Where did I say anything about performance or other colors? I think any color other than Red, Yellow, or Black looks like a rice mobile that is my preference and my opinion. I never said anything about performance! I also hate 20% tint, Rays or any other brightly colored lug nut, and graphics plastered all over a car too, again my preference and opinion.

I think yellow looks more "rice" than blue.
