There is a "how too" thread on installation of this bumper on the forum. You need to bend the brackets for the plate, drill new holes, and rivet the bracket higher so the plate will set properly as seen here on my car.
IMO it looks a lot better plus your plate lights will sit up higher inside the bumper.

Car looks good but loose the shocker aviator....that was awesome in 1995 v-dub days.
