I wasnt saying no one that used the spots were handicapped, just in general people take advantage of the situation. funny thing, at most places if you look, the handicapped spots are often found to be farther away then regular ones..

^I don't know about PA, but in WA "most places" have the handicapped spots right up front. I know what you are saying and have seen some businesses where non-handicapped spots are closer for whatever reason.
