Alternative ways to mount front plate?

Alternative ways to mount front plate?
I just bought an Evo that does not have, and never has had, the factory front bracket installed, so there are no ugly holes in the nose. Unfortunately, here in VA I'm going to have to mount that front plate somehow to pass inspection and avoid getting pulled over. Other than sticking a plate in the window (which I doubt will pass inspection), has anyone rigged up alternative brackets that mount under the car rather than into the front of the nose? If so, please describe what you've done and post photos if you have them.
Thanks!

Here are a couple snapshots from the service manual, pages 51-2 and 51-3.
where the number labels are as follows:
2 - license plate garnish
3 - front bumper plate
4 - license plate assembly bracket
and:
I've coloured the bolts that attach the front bumper plate to the bumper assembly. The only hole that needs to be drilled is the one for the bolt (coloured red) which goes through the rubber thingy (coloured blue). I'm told that you can just forego that hole and put a rubber pad where the hole should go--the two other bolts should be enough to attach the plate assembly securely. So if you can get the license plate assembly (which your dealership should have) you should be set.

That's right, just use a rubber pad stickered on to bracket where the hole is facing the bumper. I tried a few pads and the pad to use is the one that you can get from any hardware store to prevent furniture skidding for a few dollars.

Thanks Wilson, I saw your post on NorCalEvo.net and took apart my front plate assembly to figure out exactly what you meant.
