Effective yet not bank breaking paintjob
So, my 05 tarmac black has a pretty damn solid interior..but on the outside needs work!!! Typical swirls from owning a black car nd many scratches throughout the bumpers and side skirts. The paint still shines its not fade but i really want to bring this car to atleast a 9/10 on the paint. Where can i find a place in the northern VA area to freshen up my paint without spending a killer? I need the scratches gone!!! How would maaco work for something like this? I want to keep the tarmac black color btw.

Good paint and cheap are hard to do.
I would get your car a good detail first and you may have to think about spending 1000-1600 for just a exterior spray (no jambs or engine bay).

Choose the paint shop wisely. Show quality is way more then what I estimated.
Try to get some recommendations from local guys and go speak to them directly (show them the car so they know exactly what they are working with).

Get a good detail job. Clay bar,wet sand, buff will get scratches out and such. A good one would cost around 300 or so at least around here. If that does not work i would look into a vinyl wrap. That would be better then doing a maaco job imo
