wet sand up to 2500 grit, doesn't matter which direction, just try to get all of the big scratches out. Clean with mineral spirits. Mix an ounce or however much you want of outdoor rated urethane or spar urethane with the same of mineral spirits (1:1). Do three light coats. Apply with a blue shop towel to avoid dusting. Set with a heat gun. Should last a long time. Takes some practice. I did some friends and neighbors to get it down.

To answer the question of this thread, you need to polish the headlights after sanding as well as protecting them. UV Sealant will work, but make sure you use it from time to time to prevent them from oxidizing again.
Clearcoating them is NOT the way to go. Clearcoat's meant for paint, not seethrough plastic lenses.

I used this kit the other day and my head lights look amazing. It was simple and had step by step instructions.

I have been through a few headlight restoration kits and have never been happy with the results as they would still come up a bit cloudy I did the following and they come up like new.
items needed
1000 grit, 1500 grit, 2000 grit wet and dry
Plastic polish like Plast X
methylated spirits
Urethane (for wood)
Mineral Turpentine
Sand as you normally would alternating directions as you change grit.
Polish with the Plast X in circular motions.
Clean with metho.
tip wear disposable gloves for this next stage
Mix a small amount of uethane and turps 1:1 and get a rag to wipe it onto the headlight. This will be the sealant. Cure for 6 hours at least.
