If you know how shocks and springs work you would know that is not possible.

By better, I ment not as rough. And it doesn't nosedive as much either

Um, all these responses and noone states the obvious?

I believe that kit lowers front and rear different amounts. Essentially, you've changed the center of gravity a bit. Moreover you've changed the way weight shifts dynamically as the car accelerates, decelerates, and turns.

If handling AND lowering is your thing, get an even drop instead of one that "looks good" (the clearance over the rear tire is higher than that of the front - BY DESIGN - so keep it that way)...

Oh, I recommend Eibach's Pro kit - works for me and my autocrossing '03 Evo ...

Well its off to the shop to put the stockers back on then. Im thinking hotchkis if research on the works doesnt turn out that great. Im almost considering staying at stock height. Do you guys recomend sway bars or rear tower braces or ploy bushings as well.

No, I wouldn't recommend putting in an aftermarket rear sway bar, at least not for the stock suspension. With the stiffer rear bar your car will be more prone to oversteer which means you'll get less grip in the rear. It might be ok for tight auto-x courses but for most road racing you'll most likely have less speed in the corners.
Few weeks ago my buddy's Evo was all over the road at Pocono Raceway with the Hotchkis rear sway on middle hole, he was literally going sideways through the turns (and was blocking me to pass ).
