Why would you need spacers?? the centerhub of the wheel is moving closer to the center with less offset. This just means your wheel will stick out of the fender. Spacers are for high offset wheels.

With a 18x9.5" wheel, whats the lowest offset we can go without any problems?

And what about a 17x9.5" wheel, lowest offset?
