What class are you planning on running?
If you are going to run A Stock, then you need to run 17x8. $1,500 is probably a bit low for anything that is both forged and can fit the Evo w/o spacers. I think you could do SSR Comps at that price, but you will have to run spacers. $2k will get you into some Volks that will fit (I am running the CE28N-L, aka LE-28N). The Enkei RPF1 is looking like a good choice though for the budget-conscious, relatively lightweight and a lot cheaper than forged.
If you are going to run ESP or SM, then you probably have more choices. Again though, you probably won't be able to do forged for $1,500 without spacers. 17x8.5 or maybe 17x9 is probably the way to go there...

For lower cost, either the RPF1 or the RPM2's will work. The RPM2s are light for their size, less than 18#s for 17 by 9, and cost $230 each delivered from Discount Tire. They require a 3mm spacer on the front, but fit and look good otherwise.
For tires go with a 255/40 Kumho V700 or Hoosier. Either will fit and stick verra nice.

If you're looking for the best autocross wheels give Complete Custom Wheel a call @ 888-577-0144. They build three piece wheels with forged center for affordable prices. I will probably be going with 18x10...

In general, forged wheels are lighter than cast wheels because forging makes the metal stronger so you need less of it. The following is from http://www.wheelweights.net/
"Forging (including SSF which is a true forging) results in a much stronger wheel. The wheel can therefore be made lighter than a cast wheel, while still maintaining superior strength. Multi-piece forged wheels have forged centers and spun rims. Sometimes the rims are spun from forged metal, sometimes they are not. Be
sure to ask the wheel manufacturer which technique they use to make their rim sections.
Casting can be done in a number of ways. The most prevalent are gravity casting (pour the metal into a mold), vacuum (counter-pressure) casting (suck the metal up into a mold) and low-pressure casting.
Relative wheel strengths are as follows: 1-piece forged, multi-piece forged, vacuum cast, low-pressure cast, gravity cast. The strengths are only relative because weight (or actual mass) affects a wheel's strength, as does the actual design. Vacuum (counter-pressure) casting is used almost exclusively by BBS for most of their wheels. Revolution wheels are an example of low-pressure casting designs."

I purchased the RPF1's for auto X. Awesome wheels for it's price 175-185 A-stock Legal with 35mm offset. Plus they are 15.5lbs cast. I think they are spun also. For it's price and 17 X 8 fitting the stock evo is one of a few rims. Give discount tire direct if interested.
