The whole thing stems back to bedding, plain and simple. It really is surprising how often it does actually.

It's also worth noting that bent rims/alignment will also cause minor vibrations at high speeds (this goes back to wider stickier rubber/bigger wheels = better braking for obvious reasons) So if he's getting into the brakes hard and only feeling it through the wheel, i'd lean more towards that then the pad deposits, however it sounds more like a combo of both from the methods he has described using. Think of the pressure you put on the wheel/suspension/tires at speed, then combine an uneven wheel/crooked alignment with that, it's like the wheel would be going /\/\/\/\/\/\/\/\/\/ down the road which is more noticeable at high speed - and you'd only notice it through the steering wheel.
