I'm gonna get bashed for this but I've been more than happy with my set of General Exclaim UHPs. I don't take them to the track but basic everyday grip/performance is really good. It's better than the Toyo T1-S's that I had before them.
But the main reason I suggest the Exclaim UHP is the cost. You asked for best performance for the cost. I got my UHPs for $95 each and I saw them listed today (almost two years later) for $105. Really hard to beat that price.

I tried to explain why the prices I get were so off in the first post - I live abroad and have to import all extreme performance tires and the rest are more expensive than what they cost in the states.
Today I tried getting prices for toyo 888 and nobody imports them. Right now I am trying to see if someone can import potenza r11 at a decent price, if yes I am getting those, other wise I might try the dunlops.

tirerack has the direzzas alot cheaper 245/40/17 are 142 a tire.

dude, I live abroad where the taxes are sky high. if I lived in the states, I could buy a Nissan GTR for the same price I paid for my evo

The Falkens are a very good replacement tire, and for the price they give excellent performance. But from a strictly performance standpoint, they aren't competitive with the 'Stones and the Neovas. If you want confirmation, go look at the SCCA Nationals results from last year. 7 out of 162 people were on Falkens (the rest were on Bridgestone and Yokohamas, with a couple of random Kumhos in there), and five of those seven were on Civics. The other two were on Acuras who finished DFL and next-to-DFL in STX. Exactly zero people ran them on Evos. Not to mention, the OP didn't have them in his list.
Performance in the 140 UTQG world, for now, goes like this (for a heavy car like the Evo):
Yoko AD-07 > RE01R > Direzza >> Azenis > everything else. The new Toyo may fit in there somewhere, but I haven't heard any reports from people testing them. It's looking like the Direzza and the RE-01R are pretty close, but like I said earlier, the Direzza is still somewhat of an unknown at this point.
