E-Brake Issue

I was helping a friend do a pad swap on his Evo and after the pad swap we noticed that the rear right caliper was allowing the wheel to move when we had the car jacked up and parking brake engaged. I am thinking that the cable on the rear right going to the e-brake needs to be tightened, anyone else concur?

only one way to find out try it, other than that i mean it shouldn't be moving
