Front RHS braking shudder?

Front RHS braking shudder?
I have a 93 GSR lancer (import) and over the past 6 months I have been having problems with the front right hand side brakes. The car has had a brake upgrade, with lancer evo 3 brakes fitted 2 years ago.
SYMPTOMS: Usually in cold or wet weather when applying the brakes a very loud shuddering/rubbing noise comes from the front right hand side brake. The brake peddle becomes hardened and difficult to press down. It however does not happen often, but when it does happen it is dangerous because it takes an extra few metres for the car to come to a complete stop.
WHAT I HAVE DONE SO FAR: As soon as I noticed this brake shuddering I went to my mechanic. The brakes were checked and the both front rotors were warped. They were replaced with new rotors, and the brake pads re-surfaced.
After two weeks of driving the car, the same shuddering occurred. So it was back to the mechanic. Brakes were checked, and it was suggested that now the tyres were causing the shudder. Tyres have been checked and are fine. Some shuddering noise occuring but only noticbly at low speeds....
Has anyone else had the same problem? I have had my car back and forth from the mechanic which is costing me a bundle and the problem is still there....
Any suggestions would be appreciated.

From: somewhere testing various tires, brakes, and suspensions.
Check for worn strut mounts (top hat/perch) - there is a rubber isolator in there. If that is cracked, can cause some issues.
Tie-rod - loose, bent, going tie-rod can do that too.
Different (new brake pads) - poor or low quality pad material can either glaze the pad and/or pad transfer (warping).
