I didn't think tire chains were legal anymore... but if you did put them on, you definitely need them on all four wheels or else you would put the same excessive wear on the driveline and differentials as if you had offset tire sizes or different tires front to rear.

Chains by far have the best traction. You can tear up the drive train if you get crazy with chains on.
I've never tried chains on my Evo. They would, I'm sure, be hitting the body before you got to 30 mph no matter how tight you installed them.
Cable chains are maybe a little better than a good snow tire. Both will wear out quickly if you drive on bare pavement.

Chains are so much better than cables. Cables are crap. They might get you by in a pinch if that's all you can find. One of the main problem with chains is they are only good in deep snow. If you drive them while they are actually slapping the road in minimal snow they are going to wear out and break in no time. They also limit your speed to about 30mph max. They ride incredibly rough, but you'd be surprised how much they smooth out if there's actually enough snow to take the space for the chain up.
An ACD equipt evo would be unstoppable all chained up. You'd have to high center it to get it stuck. If you have small enough wheels with ample clearance and you're not lowered you could probably chain up an evo.
They're best used for a very temporary traction aid just to get you out of a tight spot or up a bad hill and then take them back off again.
I would try the fabric over the cables actually. I can imagine how much smoother it would ride. I've been through so many sets of cables. Many of them break shortly after you put them on. They do ride fairly rough too. The last set I bought couldn't even get my FWD out of my driveway in minimal snow. Last year I had to chain up my RWD van for work and after that it was unstoppable.
If there's any way you can swing it I would recommend you get a second set of tires either all seasons or winters. Whatever seems more practical for you.
