A tire-wheel combination will generally not be in balance when assembled. There will be heaviest point somewhere on the circumference of the wheel that requires a weight on the opposite side (usually two weights - one on the inside and one on the outside). There will often also be a difference in the weight from the inside to the outside of the rim that is usually taken care of by one or two smaller weights.
So, weights on the inside, which looks nice, can't always result in a perfectly balanced wheel.

Just swapped the rims with tires with somebody else and I still have the same problem. His car is driving fine. I totally don't know what is going on. :-/

could be the tie rod ends have excess play....Have a buddy hold the tire still and watch the tie rod end for play while you slightly turn the wheel back and forth. If there is any back and forth movement at the tie rod, they need replaced. Also check all the suspension bushings for any wear. Since you have ruled the brakes, shock mount, and wheels/tires out...These 2 items are all that is left that could cause your steering to shake....actually one more, the u-joints in the steering column could be worn, but this usually causes excess slop in the steering wheel and not an agressive shake as you are describing.
