It probably snows a little more in PA, I'm in columbus, OH and I decided to go with all seasons, most of the 'winter/snow' tires are more expensive and I want a tire thats still decent when theres not snow on the ground but it's still cold.(85% of the winter)

You shouldnt be disappointed with the DWS's. They are great tires, and for the price you cant beat them. They definitely aren't the same as your old winter sport 3D's as I had them on my evo ix prior to my X and those were just awesome in the snow, and ice. I have driven 2 winters in Maine with my conti's so far and I have never been sliding out of control in any weather conditions. Also the wear on these tires is awesome, much better the 3D's as dunlops only last me 2 winters and were almost bald.
