I'm a college student so Im poor and the car is in pieces right now so unfortunately I think taking it to another mechanic is going to be out, plus I dont think I will ever take another vehicle to a mechanic again -.-

So how much farther up is the nut? I just need to get in there and open it up myself. This is a 2002 Lancer OZ rally by the way.

Find out why the welding is there to begin with , was it stripped or was the bolt just spinning . I would start with taking the welds off the bolt and finding out !

Ya, Im going to get at it with the angle grinder, I think the bolt has to come off in any case.

Alright guys, I got the weld off and can turn the bolt. When I try to tighten it, it just spins.

so, Im guessing the nut did break loose.

Next step, how do I fix it? haha Im guessing I need to access that nut, just cant find out where I need to grind open the frame at.

I dug around in there and cant find a nut or a cage anywhere. How big is this space? The end goal is to stop the rattling, Im afraid maybe the nut and cage fell wayyyy back down into the frame or something -.-

There is a small protrusion on top, where the bolt goes into the frame. Could this possibly be the nut still welded to the frame? Maybe just stripped out?

I would just get the same thread nut welded in there and a new bolt .

Bought a new bolt and nut from the store, popped them in, problem fixed.

Do I need to have it welded shut or is it ok to leave it like it is?

You dont have to just make sure that you paint it so that it doesnt rust
