I see on ebay a new set of tc105n 18x9.5 for about $2150 plus tire and installation. I also see on the forum for a used ce28n 18x9.5 with hankook rs3 for $2400. I have evo 9 mr and i used it mostly for daily driving but I also want to have 3-4 track days per year. Seems like volks is a good deal. Any reason to get the new tc105n?

If the volks are in mint condition and the tire tread is good I would go with the volks.

This one is totally up to you. Both rims are actually some of my favorite rims and both are quality and extremely light. I believe the Volks are forged whereas the Weds are cast so that gives the advantage to the Volks in terms of strength. The Volks also come with tires and the Weds do not so you must factor that into the cost.

Honestly though it is totally up to you and you cant go wrong with either choice as long as the used wheels are in great shape. Personally I would choose the Volks because it seems like the better deal but whatever you go with you will love so its a win win.
