Is OBD PIN1 connected to ECU?

Is OBD PIN1 connected to ECU?
Tephra told me the pin is populated and has sky blue wire in his OBD plug. Unfortunatelly Tephra is too busy to give me more detailed information about this wire.
FSM wiring diagram has no description on PIN1 either.
As I have no X vehicle just the ECU, can anyone do a continuity test of OBD (J1962 Female) connector PIN 1 to Engine control unit? Thanks.

C'mon guys, new features do not come without the help of community.
It is stupidly simple task to track down the wire. It may get us further with stock serial communication, we may get higher logging rates. There is really noone capable of following the wire to either ECU or ETACS?

I have crosschecked FSM, PIN 16 leads to FUSE #5.
Are you saying both PIN 1 and PIN 16 lead to the same ETACS pin?
I am quite confident it is not the case as PIN 1 connects to ground once OEM diagnostic equipment is attached. So there would be short circuit if that is really true.
