ETS DP (external dump)
I have had an external dump on my 2G Eclipse and Evo 8. When ever the wastegate opened up, it would emit a loud fluid scream. The issue I have is with my Evo X. When ever the wastegate opens up, it makes a loud fluttering noise as if the wastegate is not opening fully at lower RPMs. At higher RPMs, the fluttering is not noticable. Im thinking it could be a loose wastegate arm from the prior DP install. The shop could have removed the wastegate to get to the problem bolt during the removal of the stock DP. And "could have" loosened up the wastegate arm in the process.

I wish I knew how to record it and post it on here. It sounds very odd. Im confident in saying that it only makes that odd sound at low RPM. At high RPM that dump sounds great.

Do you still have the stock Waste Gate Actuator on?
If you do, it could be that the exhaust flow is cracking it open. The Stock Turbo's waste gate is in a position where it gets direct pressure from the exhaust. The stock Waste Gate Actuator has a fairly weak spring in it. So the Exhaust pressure is cracking the waste gate open with it's own pressure.
I would try tightening your WGA a hair (see wg mod), or getting a stiffer waste gate actuator, like Forge's or one of the others out there.

Yes. Im still using the stock turbo w/ the stock wastegate actuator. Im thinking:
1. something is obstructing the flapper door from open up all the way
2. wastegate arm is loose and needs to be turned in a few times
